"Mediterranea" Patio, full permissions for Builders Bargains

The "Mediterranea" Patio was first released as copy/no transfer for the The Challenge event. We've been asked if there would be a chance of releasing it as full permissions, and after some thought, it sees the light now for this round of Builders Bargains.
